How to Start an LLC in Arizona
Arizona routes LLC filings through the Arizona Corporation Commission (ACC), Corporations Division. There is no Secretary of State in the picture for forming an Arizona LLC; the ACC is the agency that receives your paperwork, takes your fee, and approves your company. The formation document is the Articles of Organization, ACC form L010, filed under A.R.S. § 29-3201 with an official filing fee of $50.
Two things make Arizona a friendly place to keep an LLC. The $50 filing fee is among the lowest in the country, and once the ACC approves you, it never asks an LLC for an annual report or a recurring fee. Details on that second point live on our annual requirements page.
What You File, and Where
The Articles of Organization (form L010) is a short document: your company name, the statutory agent (Arizona's official name for the registered agent), a principal address, and whether the LLC is member-managed or manager-managed. You can submit it through the ACC's online filing system, the Arizona Business Center (ecorp.azcc.gov), which launched in January 2026, or on paper.
Speed is a menu. Per the ACC's own L010 instructions, regular processing is included in the $50 fee, expedited review adds $35, and three premium tiers sit above that: Next Day for an extra $100, Same Day for an extra $200, and Two-Hour for an extra $400.
Arizona LLC Formation Steps
- Run a name check. Your name needs a limited liability company designator such as "LLC" and must be distinguishable from every entity already on the ACC's records. Search the state database before you print business cards.
- Line up a registered agent. Arizona statute calls this role the statutory agent (A.R.S. § 29-3115), and every LLC must keep one at a physical Arizona street address. Pick someone who will actually be there during business hours, because lawsuits and state notices go to that address. - Complete form L010 and pay the $50 fee. File online through the Arizona Business Center or mail the paper form. Add $35 if you want expedited handling, or buy up to the Next Day (+$100), Same Day (+$200), or Two-Hour (+$400) tier when timing is critical.
- Get the agent's acceptance on file. Arizona is stricter than most states here: the appointment is not effective until your agent signs a Statutory Agent Acceptance (ACC form M002) and it is delivered to the Commission. There is no separate fee for the M002, but skipping it leaves your filing incomplete.
- Publish notice, unless your agent's county exempts you. Within 60 days of the ACC approving your Articles, Arizona requires notice in an ACC-approved newspaper in the county of your statutory agent's street address, run three consecutive times. If that address sits in a county with more than 800,000 residents, which today means Maricopa or Pima, no newspaper run is required (§ 29-3201(G)); the ACC posts the notice to its own database instead. Note that your agent's location, not your own, decides whether you publish.
- Adopt an operating agreement. Arizona does not ask for one, but banks will, and so will anyone resolving a dispute between members. It stays internal; nothing gets filed.
- Request an EIN from the IRS. Free at IRS.gov, usually issued on the spot. Never pay anyone for this step alone.
